I'd imagine you would traction issues on a wheel that is only 7" wide since you would only be able to run a skinny tire. Plus, the bolt pattern is completely wrong. That's the pattern that I have on my WRX and it's so wimpy ghetto.

Shirley i am serious! I edited my OP so that a budget is included. Its $500-$700 for anything fitting my wheels and conditions, used or new. I may not mind going for more if I can offload my current touring silver rims

Keep saving and keep your stock wheels, that is not enough for anything decent.

You will need to find a used set with tires already included since they are 18" front and 19" rear. They normally they run around $1,200+ if you want a set in good condition (with tires).
Even if you sell your existing set of OEM wheels I don't believe you will have enough saved to get a set with tires.
Just keep an eye on the wheels/tires marketplace or in your regional marketplace.
After reading your requirements, I'd personally wait until you need new tires. You're really limiting yourself to near-stock sizing, which for me isn't worth it. At least go with low offsets. I'd go as close to 0 offset as possible if you're going to be running an 8.5" wheel. By the way, I can match or beat any advertised price on Enkei wheels.
Tires are usually rated for a 1.5" window (ie 7.5 to 9"). What are the exact sizes on your tires?
