A friend of mine in Korea had these wheels in his Lexus IS200. (Only IS200's in Korea.. unless gray imported.. 155hp, 4spd auto.. sad) It looked really good and expensive but they were heavy as hell. And I'm not sure if they are forged or cast, but those rims looked horrible after about 8 month, 20k miles of crazy driving over potholes in Seoul. After tires were taken off, inside rim had dents and bent everywhere.
He moved to RHD Altezza RS200 (JDM Lexus with 2.0 liter 4cylinder 210hp that revvs up to 8000rpm) and then USDM Lexus IS300 5-spd (gray imported) and then finally settled with E46 M3.
White one is RHD JDM Altezza.

as stated above, they are definitely unique and give you that JDM look, but I think that you can do better for $3k... but it is your decision, and I also think you could definitely do worse...
