Personally I believed you've been scammed but if you paid credit card you should dispute it.
When you dispute with your credit card company usually PayPal rules no longer matter and they will rip the money out of the sellers account.
This guy claimed that he's been doing this for awhile. So their is no reason to make a mistake
And giving people a tracking number is not that difficult just a simple pm on my350z
This guy clearly saw a point to take advantage of someone and took it.
I sell a lot of stuff online through PayPal so I know all the ins and outs

I did not pay via credit card, it was with my debit card and I hear it is nearly impossible to get a chargeback with that form of payment. And he must have taken advantage of the situation and didn't send the item. It's pretty clear that is what happened at this point. Lesson learned. He's probably vanished by now and will never be heard from again.

I understand the whole argument about having tracking. Its not my first time selling something online, therefore I am aware that tracking will be on the receipt. Being that he paid as a gift, I didn't have anywhere to put in a tracking number online. Also him living so close I figured no big deal. Stupidly I didn't save the receipt after shipping (shipped at USPS in bel air grocery store). That was my only mistake there.
But quite honestly I feel like calling BS on this whole deal. Had he truly not received the pipes he could've easily filed for a chargeback on his card and got his money back. Him knowing that I can't input tracking when being paid as a gift may have received the pipes and is pretending nothing ever came in.
That is the reason for being hesitant on refunding. Then I'm out the pipes and money and he may be the receipt of both.

you are full of shiite sir. hell the other day someone PM'd me for a part, when he asked what i wanted for it i said nothing, just pay it forward to someone somehow. even though he didn't pay a penny for anything... I SENT HIM THE TRACKING NUMBER

I had a guy in the past attempt to pull something like this guy with no tracking number and everything.
The excuses were of the same nature oh I left the receipt at my desk at work...
Or my partner has the receipt...
Oh I have to physically go down to the post office to get the tracking number.... All bs lies
First PayPal didn't do ****, so I filed a charge back and they yanked it out of PayPal.
3300 dollars.

I just contacted my bank and a dispute is being filed. I'll update on what happens. If I indeed do have the same protection then i like my chances.

I filed a dispute to chase about the transaction and recieved a temporary credit im my debit account but the credit was recently reversed after further review by chase. Definitely worth a shot though.
