1. Go to your local dismantaling yard and you can find a good bumper cover for about $100-$150 (new is about $325 here in L.A., CA). Take that cover to your local paint shop and have them paint it for about another $200. You save money taking down and putting back the bumper yourself.
2. If you have structure damage, just go to a body shop of your choose and level with the owner that you dont have money for the deductable and in most cases all they will do is charge a little more the insurance to cover your cost. The worst the owner will say is no....just go to another shop! You get your car fixed for free!

On a different note regarding your statement about the possibility of this persons deductible being 1K or higher....
Choosing a ridiculously high deductible indicates one of two things: either a) you (and I don't mean YOU, but whoever) are financially comfortable enough to absorb the high one time expense and thusly gamble that your deductible expenses over the life of the car will be less than the increased monthly premium associated with a lower deductible over the life of the car, or b) you are so financially UNcomfortable that a normal 200 or 500 deductible put your monthly premiums outside of your budget, so you took a gamble that you wouldn't get into an accident. Once you do get into an accident, since you couldn't afford premiums based on a normal deductible, you certainly don't have the free cash to pay for the outrageous deductible you accepted. It means you probably couldn't afford the car in the first place. (Again, none of these "you's" are actually directed at you personally, but at the thought process involved with choosing high-deductibles)

I hit a possum in my Altima and decapitated it....scared the **** out of me too because it all happened so fast. It turned and snarled at me just before I hit it......all teeth and glowing eyes .....When I got home I found its head stuck in the front of my car.........I almost wanted to leave it there because it looked so bad *** but it would have rotted..........
It scrathed up my paint and put a small dent but overall not too bad considering I was going 75 mph. I had ZERO chance to break or swerve.......made me wonder what the hell would have happened if it had been a kid running out into the road after a ball or something.........but it WAS the highway so.......not like I was doing 75 on a back street but it still taught me a lesson about just how little time there is to react at that speed, especially at night with lower vis.
