im gonna aggree with majority here... Nismo33 seems like he tried to rectify and make right the arrangement by refunding you money back... he seems like a good character to do so. most ppl would be like "nope... final sale"
those tires may not be in the best of shape BUT he did try to make it right and you both aggreed on something and he followed it... its kind of a done deal after that unless you return the set and get your money back. but further discount seems out of the question since you both aggreed on $400 and thats what you recieved...
