Same here in Vegas. Cops won't respond unless cars are blocking traffic or someone's hurt or refusing to give up their info (insurance and license).

Some old dude backed into my front bumper while I was in the car in a parking lot. He was all apologetic at the time and gave me all of his info. When I filed a claim with his insurance, they denied it. Apparently, in his statement, he told his insurance that I rear-ended him. WTF? So, I'm filing suit against him in small claims next week.
