powering up..?

when you turn on the car (ACC not engine start) theres a whirling noise coming from the back, kinda like a the motor to roll down a window. What is that?

i am thinking it is in the fuel system, like a pump. my motorcycle does the same thing, and its the fuel system getting ready for the ignition when you go to start.
