i used to work at a local nissan dealer before,
when a new vehicle came in ,we need to do the PDI (pre-delivery inspection),
and that include the license plate bracket installation, so we drill holes on every new car..

lol

All the dealer said to me before I drove it off the lot was that the bracket was in the back.

Just buy after hours or very close to it. The sales people will want to finish the sale and go home. Then you don't have to deal with any legal crap. Dealer: "Drill holes for the plate bracket? F that, I need to get home and watch LOST!"

I used to work for Nissan as well, and on all of my PDIs I never put on a front bracket. This was TN (at the very least east TN doesn't require front plates), but most of the other techs would.

Personally, I believe that if someone (for some reason) wants a front plate bracket, they'll either come back to have it put on (I put them in the glovebox/whatever storage area the particular vehicle had) or put it on theirselves. No need to mar up the look of the front of the car if they don't specifically want it like that.
