LOL BBB is a joke of system. It's a just a complaint system. They can't police anything.
I've been in business since 1995 and 1 customer filed a complaint against us.
Wanting a refund. Refund no problem, send the product back in salable condition.
Never received it and she never responded to the BBB when we did with our side of the story.
I ended up filling out a police affidavit and the product was returned a few weeks later.
BBB - well if she doesn't respond we consider it a closed case and don't go any further.
Waste of our time dealing with them.

Anyone check with the Muncie Police Department to see if he actually filed a report? Pretty sure police reports are Public Records

I have had a refund go through on my PayPal account (this is a few years ago) and my account ended up going in the negatives. I had to manually transfer money from my checking to my Paypal in order to bring the account current. Again, this was a few years ago so their policies may have changed.
