Can you post Cliff Notes on what you HAVE done? No sense in being redundant with suggestions and this thread is too huge for most people to read all of it.

He had an entire list of engine internals he was selling and I was purchasing half of it. He said he that the stuff wasn't going as quick as he hoped so he would part it out instead of doing the package deal he wanted. I squared it away with him and the next day all the other parts where sold according to him except the rod and pistons which he was saving for me. Next thing I know, he sold those also. I hope that someone didn't contact him and give him more money than I was and then get screwed over.
Just checked my PM's with him and the last time I talked with him was 1-09-09.

Absolutely. You have to start legal proceedings and that is the right place to start. You can also find out if HE actually filed a report - his lies will lend credence to your report. I don't think you stand a chance of ever seeing your money if you don't.
God...if I were you I would immediately do this..
- I would call his local police and tell them you have supporting evidence that he's affiliated to scamming thousands of dollars from multiple parties and tell them that Paypal said to contact you.
- gather all the supporting evidence from the other parties(e-mails, PMs,profile info from Mods, telephone #'s, paypal info)
- once you get a police report #, tell them to contact the Provost Marshall's office since they wanted the police report # or contact them yourself with the report #..
- state your case that you have been very patient with the multiple government agencies and pretty much sob so they feel bad for you so that they move quicker..

Here is the pics the guy sent me. He never once tried to explain before or after i confronted him on why he just didn't mention that was was supposedly stationd in CA. This scammer wasn't too smart and jumped ship...

As you can see from the first pic, it is a CA license plate. I zoomed in with photo editinge tool to confirm and i also pulled up Indiana and NC plates. They do not even look remotely close to those plates. I gave him a chance and asked him for more personalized pics... like his sn on a piece of paper to prove they were his. only shots of a supposedly owned car. He just said "forget it, it's not worth my trouble"
His name was Alex. Mods.. if you want more info on his email addy, etc. Please PM me.
I also still have original text messages from him.

DO THIS!! Hell, fly out there to file the report if you have to. If you don't have the money to fly out, take a collection. I'd donate a little bit of my hard earned money to see this guy get his.
