What's up with my a/c?

What's up with my a/c?
Everytime i crank the car, whether outside temp is 30 F or 60 F my a/c always comes on. Is this normal? I don't even have it set on Auto. I guess its not that big of deal but its kinda annoying to have to turn it off everytime.
