Could be the switch, motor, or a debris/foreign object gumming up mechanism that moves the seat.

If the switch has failed, you will need to use something like a "Power Probe" to bypass it by applying power and ground directly to the motor at the harness. This requires a wiring diagram and some know-how to read said diagram. So long as you can access the harness plug for the power seat you should be able to make it move. You don't have to buy an expensive tool either, it's just easier if you have one. You could also apply +12V & GRND directly off a car battery, just be extra careful if you rig up something like that.

I've used this method to troubleshoot a flakey power mirror (Power Probe III). I didn't know if the mirror motors were the issue, or if I had bad wiring, or a bad switch module. Turned out to be the switch module, which was over $200 from the dealer (2001 Toyota 4Runner), so I took apart the original unit and discovered it was a simple matter of cleaning up some corrosion on the contact traces. Put some electrical grease in there during re-assembly and bam, problem solved!

Definitely check the fuse 1st. If something is jamming the mechanism, that could cause a current overload and pop the fuse after repeatedly pressing the switch.
