According to the bottom of the pic zino1130 posted, it's actually a Navigation System.
My guess is that it is a pay-per-use type of thing...

That's so weird... the picture shows ETC clearly on it, but the print at the bottom (in Japanese) says it's a Navigation System.

Even better, since I have all my cars' license plates registered with my account, if I forget my transponder, they just take a pic of the license plate and take the $2 from my account. I heard toll is going to increase to $3 this July, though. I hope that's just a rumor...

There's a new thing on the Orlando East-West Expressway where to get to the booths you have to "exit" the expressway and once you pay "enter" back on (you never really get off the expressway, it's just for non-pass people). There's about 3 lanes in either direction that continue on the normal expressway with a huge metal fram structure about 20 feet in the air with the sensors. You can drive through at like 80 mphs. I couldn't find a real picture of it, but here's the best digital one I could find.
