Does anyone else notice this when they shift gears?
Right when I let off the gas to shift gears, the rpms on the tachometer rise about 200 rpms. It's strange because the rpms rise for an fraction of a second when I let off completely on the gas.
Does this happen to anyone else? Is the tachometer lagging or something?

It could be the clutch. I've had this happen to me, and it's most demonstrable when you're coasting to a stop. Let up on the clutch at the last possible minute, and the RPMs go up. I think it may be rotational inertia of some sort.

The gearbox on the Z is among the weirdest and most precise I have ever shifted on. This also makes it the hardest to drive on, during normal street driving. It is excellent for racing tho.
It is the 'drive by wire' throttle system. The car tries to make the shifting as smooth as possible. To get this, the rpms rise a lil bit so that by the time you change gears, you would not have lost any momentum.

I saw the same question on either this forum or on another site.
Guess that is inteded to perform the way it does.
If I remember correctly, it was meant to improve the emissions on the car (I guess to fully burn any rich fuel conditions). It sounded weird at the time, but may be it is true.

I agree. I've noticed that when I'm driving cruising around town, the tranny clunks, and grind. But when I drive it hard, the tranny is perfect. I guess the Z is made to be driven hard.
