Check out radardetector.net for all your questions answered.
They deal with and talk about the top radar detectors, and laser jammers as well, like the M-40. Laser jammers are legal, as far as from what i've read on that forum. Its that radar jammers are illegal. I've read that the blinder m-40 is very effective, and the cop can get a reading from around 150 meters away, so if you're further than that, he'll get an error...plenty of time to slow down. Combo of m-40 and a good detector is the best.

I have had the laser blinder on my 350zr for about 5 months. In my experience it works, I have encountered laser radar at speeds of 150K/hr and have been able to avoid a citation. You should check your local laws - in some jurisdictions it is illegal to jam radar but not illegal to have a laser jammer.

Do truckers use the blinder?

Radar jammers are illegal in the U.S. and fall under the F.C.C. interference laws, but laser jammers are still legal in most states because lasers are governed by the F.D.A.
Here's a good article explaining it;

My V1 today did not work at all!
A CHP on a motorcycle (usually produce much stronger radar) pulled me over for 81MPH. My V1 didn't make a peep. I am going to contact Mike Valentine on Monday, he'll probably suggest I send it for an upgrade (5 years old) but the cop said it like he had radar on for some time. "Traffic was at 66-68MPH then when you passed and saw you between 78-81MPH." So it wasn't POP-radar necessarily.

It's like whenever a cop pulls someone over near a college, their line is always " I could smell the alchohol coming from your car from in my cruzer"

I use Escort’s VR3 laser protection which shifts the signal back. It uses two antennas behind the front grill and one over the rear license connected to my Escort 8500X50 which has worked well. You shut the shifter off when you get hit and then slow up so the next time they will get a correct reading.
