G/f bought me the ar-10 hjc helmet, size medium because my hat size recommended i get medium. Tried on the helmet and its an okay snug fit but there is a little movement when i bobble the helmet around.
Should the helmet on the head be snug and not have any movement what so ever, or is it okay that there is alittle movement but not drastic. ??

The helmet should be snug but comfortable.
For autocross you might run several heats back-to-back with little time between to take off the helmet. Open road racing (HPDE for example) may include a 20 minute session. So you want the helmet to be comfortable for 20 minutes.
Test at home: Wear the helmet for 30 minutes. Do you have any painful hot spots? If yes you need a bigger helmet.

There shouldn't be any movement, but like david said, it shouldn't be uncomfortable or restrictive either. If the movement is around your head, and not simply your skin moving with the helmet, then yeah, it's too big.
On a different note... I found the helmet on a site for SoloRacer... and it's description says SA2005, but then a little further down, it simply says "meets or exeeds" Snell SA standards. So my question is: does your helmet actually have the Snell orange & chrome SA2005 sticker under the padding?
If not... this would be a good excuse to exchange the helmet for one that does.

I always get mine to fit perfect around the crown, and tight in the cheeks. The crown should never change cause its only light padding over the impact foam, but the cheek padding is just padding for the most part and will break in over time.
After wearing helmets for the past 20 i can usually figure out if a helmet will work for me after a minute or two, but i still like to take a new helmet home and watch TV with it on for half hour to an hour just to make sure.
