Best set up for handling? going around track
what do i have to get for this as of sway bars, what hole do i have to adjust my front and rear hotchkis sway bars

As stated, there is no "ONE" setup. it depends not only on what is already on the car, but the driving style of the driver.
On that note though, there are many threads where you can read about peoples personal opinions and experiences with different setups.

I thinks it depends more so on the driver's style and abilities. In stock form the suspension will outperform most drivers and will give an understeering safety net. The sway bar can aid in removing some of this understeer (rear bar harder setting) by allowing the car to be less compliant and literally break traction slightly earlier in the rear. But this is where the less experienced driver can get into trouble. With that said, the changes are fairly small and affect the handling similar increments just be aware of what the changes do to the overall attitude of the car.
This is by no means the only product of this type of adjustment just the most pronounced.

But many of us can tell that everything we were trying to help out with will fall on deaf ears.
Have fun.

your swaybars came with instructions - your best bet is starting with the settings they recommend in there, and then fine tuning them as you see fit, based on how the car behaves once they are installed

Are you serious? You never answered my question of what type of track you'll be running on. There's sooo many bleeding variables. Are you an aggressive driver? Do you like oversteer? Can you handle oversteer? What are your current alignment settings? How fast are the average corner speeds on your track? What kind of tires are you running?
If you want the best time, you should be out there testing the setup. No one knows how well you can drive and how you like to drive. That's for you to decide. Install the damn sways and go for a test drive, adjust from there to suit you and your track. The end.

To answer the OPs question in very simple terms.
Front = Med
Rear = Soft (adjust to Med if too much understeer or prefer more active rear)
IMO you shouldn't go higher than Med on a OEM suspension. I've tried it and it feels like ur fighting the car to much thru turns on track.
Experimentation is ur best teacher.

if you noticed, he was bothered before they even got belted in the car. The "Slow Down @ZZ#$%#" comment and the "not use to a full face helmet" were red flags to me. I think more details will come out soon.
