It's quite simple actually. Just add another pump like in the picture above and connect it to the tube that sucks fuel from the driver side. Make the electrical connections to make the pump run. 12V and ground. Add a switch to cut that 12v when you don't want the pump to run. Drill two holes into the passenger side cover with a small drill bit and thread bolts and washers to it. Attach the wires on both sides of the cover. Use the bolts, washers and nuts to secure the wires in place.

A better way to do this would be with a relay so you don't accidentally leave the pump on and drain your battery. Been there done that...
