If you're on a budget, you might consider the Eibach pro-kit springs. I had them on my Z, the drop is just about an inch, and it's PLENTY low enough. They're a progressive rate spring, and I felt the ride quality was excellent. I would advise AGAINST going more than an inch because you run a HIGH risk of not being able to get the car to align properly without a camber-kit which will run you another 400 or so dollars.
And you can get 'em shipped for well within your budget.
ETA: Cutting your springs is a bad idea because the stock springs are 'flattened' at the ends to sit in the cups better. If you just whack off one end, they're not going to sit right, and you may even stand the chance of a spring separating from a cup....that would be bad.

i HIGHLY recommend you leave your car stock until you can allocate more funds towards lowering.
first off, cutting springs is a bad idea. you will ruin the ride of the car and you will ruin the shocks. so you'll need either springs and shocks or coilovers. but then you're not done...
lowering the car will increase tire wear if you dont adjust for it, which means buying more tires, which means spending a lot more money.
alternatively you can buy a camber kit, which requires purchase and install... but again that's several hundred dollars.

Might as well get some altezza lights, ill-fitting + unpainted wide body kit with +50 offset 7.5" rims from eBay.
Don't forget to nail a GT wing on the rear which sits 3ft off the trunk.

That has to be the most dangerous modification to your suspension, let alone cutting the coils. Ya, I've heard people cut a wrap (approx 1.0"), and had ok results, however, your suspension performance will suffer. It will be bouncy, not able to compress properly, and noisy.
