Brakes
i have an 03z i bought it from a dealer that wasnt nissan, i had the car for a week and it felt like the car needed new brakes so i called them up and they agreed to change them to make a long story short for some reason it feels like my back brakes are always engaged because my car doesnt roll back. when its on a steep hill you hear a scratching noise like when it rains and you push on the brakes lightly any idea why?
speculation isn't worth anything. jack the car off the ground, and spin each wheel. (make sure its in Neutral, or out of gear).
Is your ebrake up? I have to ask cause I've seen it before. (shak beat me on that one)

Who did your paid prepurchase inspection? No one?
6 year old used cars always have wear and tear defects because previous owners don't maintain to standards. We warn used purchasers to expect a $2-3,000 cost to return used cars to near new condition...............why they are less than 1/2 new price.
When a used car is not 100%, it is usually wholesaled [or repoed] thru an auction to second/third tier resellers.

my car is an 03 with 27k miles i bought it with 25k and i checked the carfax all the oil changes and stuff were done by nissan and on time i have the papers i dont know why its doing that
sounds like the ebrake is partially engaged. when you roll back they are supposed to disengage completely. might have a problem with that part as well. since the place was not a nissan service center i would take it to one and have them check it out.
