just installed 08 shocks
when my friend was switching out my 04 shocks we noticed the 08 shocks were about 2 inches shorter. the ride is still a bit bumpy don't know what else to do. also, do i need an alignment since the 08 shocks are shorter? also, does shorter shocks affect ride height?

shocks do not have anything to do with ride height.. the springs do because they carry the weight of the car. still bumpy maybe because your 04 springs were at 342 and the 08's are 427? wild guess
i'm currently running tanabe gf-210. also found out that the tire place mixed up my front and rear wheels lol. so basically i was riding with 1 front and 1 rear in the front and vice versa in the rear the whole time. car feels really loose and doesn't feel tight at all. i'm thinking i just need new tires. any other ideas?
The piston will move back and forth, so is the shock body shorter or was the piston compressed?
Oh get an alignment, and if you do it will probably take 2 or 3 tries at most major chain alignment/tire shops to get it just right with the steering wheel centered etc.
The NF210s are super comfy, GF210 are "supposed" to be harsh for racing applications

How much of a drop are the GF-210's? If you remember your driving a sports car with limited suspension travel, then you took some of the travel away when you lowered your car.
Shorter when compressed or extended? You will recognize if the shocks are reaching the maximum compression or extension. If you do not reach either point I say you are good to go.
I have a set of stock springs, they are very much broken in (2003), probably 1/2-3/4 inch lower than new stock ones.

Well if you installed them correctly it shouldn't be a problem. They don't hold the car up, the springs do.
You need an alignment for the new springs though. And double check to make sure the alignment is done right, or you'll need new tires...

If the 04 oem rear dust shields are still on the 04 rear shocks, are they smooth on the outside or do they have a ribbed pattern on the outside?
after driving a couple of days the bounciness has been far less but the rear swaying still appears even with four new tires. i actually used the 08 dust shields and bumpstops. let me find the pics.
Find your oem 04 shocks and tell me if any of the shocks have yellow or rose colored labels that list the shock part numbers. Also, did you reuse your 04 rear dustsheild/bumpstops or the one's that came with the 08 rear shocks?
