Default Need some help with underbody ?!!

As you can see in this picture i have circled the bar i'm refering to, What is this piece called and what is the purpose of it ? Mine is all rusted and i would like to replace it how ever before i go ahead and touch anything i would like to know what is the purpose of this bar and what is it called ? can i just order it from the dealership , It looks like its just a few bolts and it should come right off ...

Any help is needed . Also this picture was used only to show you what i'm reffering to, it is not my underbody or car.

Why not remove it & have it powdercoated / polished???

why would i want to powdercoat or polish something that is rusted ????

I have been wondering the same question whether it was needed or not. I only hit one speed bump on my daily drive and unfortunatly the speed bump is right in front of my house. I would like to just remove this piece if at all possible.
