Gently try some cleaner wax. That should lift any surface discolouration.

Pics would help, then we can give you better advice.

40,200 miles

I like Black Magic. Simple and easy to use.

I've had this problem only after long road trips. After the first time I noticed it, I used a claybar to get it all off. After that, I applied many layers of wax over time to keep it protected. Now when I see any hint of color above the tips, I use a little elbow grease when washing and it comes right off.

Generally all one-step wax contains a wax and cleaner. The cleaning attribute may be chemical, a light abrasive, or combination of the two.

No. An example of a one-step wax is Black Magic.
