seriously, what's wrong with this paint?

Default seriously, what's wrong with this paint?

The roof of my brother's g35 is just f**ed up for some reason. A bunch of birds' claws may have caused the crazy scratches or some hater may have done it.The groove in the scratches now have some rusts.
The paint near the scratches turned blueish with some kind of bubble looking chit under the paint.
What could have caused this, and should i repaint it or wrap it with gloss black?
i was quoted $400~500 to repaint the roof which willl take about 2 days.

the sun beat the **** outta that roof. Probaby been painted before and did a chitty prep job and chittty materials. LIke reducing the paint with thinner instead of the temp controlled reducer.

Where the scratches came from is misterious

If i decide to wrap it, how do i get rid of the rust completely and fill the hole?

Clearcoat is toast... totally oxidized. Next up will be the paint underneath as the clearcoat continues to bubble/flake/crack etc. Plus the scratches and gouges are only going to accelerate further oxidation, since contaminants will easily get trapped. Can be due to industrial fallout / rail dust / metal particles + water, sun, and time. But really, who cares the reason, you need to get it repainted.

Default i have a mint 04

mint 04 here bought car 4 years ago with 30k on it, paint from day 1 was ****, chips on hood , obvious the front bumper was repainted. the hood had like spider cracks. every panel had a flaw. my buddy opened a body shop here recently everywhere i went i was qoute 3500 for what i wanted done. i ended up getting n2 front fitted shaved, car shaved, dupont paint european clear coat 4 coats. had it sanded with 4000 and fine swirl remover used then buffed with compound and then wax.

dunno yet. either repaint or wrap. $500 to repaint is little too much
