1/4 mile time
buy the parts and take it to the track and find out!
no one here can guess what your 1/4 mile time will be. we dont even know what type of tranny you have, and if you had the same stock z and let 5 different forum members drive it - you'd get 5 different et's. not being an @ss, but this question has way too much gray area to speculate what your time could be. and not that it would help us answer the question, but depending on what type of i/h/e you went with, you would see different gains and times...
buy the parts, slap em on, and run it at the track - just make sure you get a couple stock runs in there first so you have something to compare the gains off of.

what "normal" performance tires(beside DRs) would you reccomend?
I can't get bellow 2.3 with KDW (track conditions suck also)... pisses me off, coz I trap 105 mph and can barely get in the 13s

Toyo T1-S and Goodyear Eagle F1's are pretty good tires.

. Problem is there is not much choice in 275/40-18 tires. I was thinking about the S03s, Michelin PS2, Goodyear F1's or even kumho MX seems good. T1-S sidewall is too soft I heard... I also track the car on road courses on occasions.
