The clicking noise is under a technical service bulletin Nissan put out. I believe the axle just needs to be re-lubed. If anyone has more info please post. As for the power loss... I dont really know what to say. Are you following the maintenance schedule? Are all the fluids filled? Maybe an ECU Reset would help: http://www.technosquareinc.com/350reset.htm

it takes some time to get to 250kmh, but 10km is too much. In 5th gear you should hit 230kmh in a breeze. after that it gets slower.
BTW last year on autobahn i reached 255kmh on digital display

Have you modified it in any way? Or is it bog stock? Could be sliping clutch, do you do a lot of hard launches and do you drive on your clutche a lot? does your car have VLSD? could this cause problems if it's broken? (I'm just throwing random ideas).

All Z that I know are electronically limited to 250kmh. Europeans one included. In italy atleast they are limited to 250.
I tested mine with GPS, and at 253kmh on digital display, gps was at 252kmh. It would not go higher.
