Shouldnt the rev limiter protect against something like this?
I believe that the rev limiter can basically only do a throttle kill if it detects you are trying to rev higher than redline. If you misshift and drop into too low a gear your engine will try to match the road speed, and at that point the rev limiter won't matter because the throttle is not even a factor anymore. It's the mismatch in engine and road speeds that is the problem.

I believe the Z will know that u r shifting to a lower gear while your road speed is too high for that gear. I have done that once and my Z automatically started to brake and shut off the engine. In fact this has helped me once when there was sudden traffic build up on the highway and I needed to slow down abruptly and if I had just hit the brakes I would have crashed. Downshifting into lower gears while braking helped me go into an incredible smooth stop and my Z stayed in control all the time.

If you down shift into too low of a gear the car cannot keep you from over revving, you can cut all the fuel you want and brake all you want but if you miss downshift like meaning to go into 4th but go into 2nd and you are going faster than 60, the max speed for 2nd, you are going to over rev, it is just a matter of how fast you are going, the higher you are from 60 the more you will over rev.
Try it, go 100 MPH and downshift into 2nd and see how you probably will go into 9K and brake a rod.
