The reason people get intakes for their cars is because they are smoother then the usuall rubber hoses, and the filters let more air through. The whole point of it is to get more air in the motor. Why would you disrupt that flow by putting a restrictor like tha turbonator and similar in there? The only way to acomplish more air being introduced in teh motor is to supercharge it.
You can use exhaust gas driven turbochargers, crank driven superchargers, or a ram air system. And no. The little hole sin the bumpers with the filter behind it isn't even close to a real ram air setup. If you're ever held your hand close to the intake of a spooling turbo you'll know just how much air is being sucked in there.
