Both are still part of the cam sprocket and driven by a chain. The service manual does show the range of operation to be comparible to the hydraulic variant. Parasidic loss is not an issue in regards to how these VTC work. I'm not certain why Nissan's chose to retrofit the hydraulic unit with the electromagnetic unit on only the exhaust end. It could be for tighter control to better stay withing emission standards.
You're making me work too much on this, LOL! So I went searching for some info on the eVTC. I was sure the timing chain went around the intake cam sprockets only, and it does. But I see now that the exhaust cams have seperate timing chains of their own, connected to their repspective intake cam sprocket, but not directly run by the main timing chain. I guess the DE engine was the same set-up.

More details of how the VVEL actuation system works revealed. After studying the diagrams I'm fairly confident I have the actual movement figured out. Whoever came up with this one was definitely thinking out of the box.
