Default Ebay snake oil.

And don't forget: Its german engineered.

German Engineered Stage Three Performance Chip

Probably something that plugs between your mass air flow sensor and the ecu.

Almost nothing in his description is correct.

Actually it a plastic box, two wires with a 4.61K ohm resister soldered between them. All parts available at your local Radio Shack. It the old change the resistance of the IAT sensor so it will give the ECU false readings (colder air) and adjust the fuel curve.

"In general, leaning out the fuel/oxygen ratio will cause a power loss"

Hmm, not really.... Leaning increases heat, but also increases power and economy. Leaning 25deg. of peak EGT = best power, 50deg. = best econ.
