I think he'd have to get a lot of custom piping done because of the dual throttle bodies of the HR and maybe some modification to the intercooler endtanks. With more piping there may be less room for putting the turbo in the same location as the De.
I'd recommend bolt-ons or LS as others have mentioned.

LS1/LS2 swap if you dont want to go FI. HR Twin turbos will cost about 11k+(installed), Supercharger maybe $7k+(instaled). The HR will hardly get 30whp with bolt ons. Maybe just go all out on wheels, exhaust, suspension and brakes. Then whatever you have extra keep as track day money.

I think to be na, a ls swap. Can be done with 10k easy if you do the labor.
If you want a turbo, do a 2JZ swap. I mean if you got the 10k to throw around.
Don't mess with the hr unless you plan on doing full bolt on and leave it at that if you want reliability.
Turbo stuff adds up real quick, and it's all the little **** That nickel and dime you to death.
If you got 10k, trade in you z plus 10k and buy a c6 z06
