350z No Start No Crank After Rack Install

My 350z is not starting, I just replaced the steering rack and did full brakes. It will not click or crank, all lights on the dash go on, briefly go off when you try to crank it (as normal) I had the battery disconnected for about a week while I was working on it. Strangely, as soon as you open the door, or put key in ignition the parking lights flash, this will stop after about 30 seconds, but start up again. The NATs light is not staying on, blinking as normal. I turned the steering wheel with the battery disconnected in order to install steering rack. (which I guess you aren't supposed to) but it was turned only a few degrees back and forth (not flopping around), I can't imagine this would this cause a no start. Initially I got a P1065 ECM back up circuit code, cleared it, changed nothing, hasn't returned. l thought key might have deprogrammed itself when battery was left off for so long

Ok so key is fine, had a locksmith come out and check it to make sure. I can start the car using a starter button connected to positive at battery and at starter signal wire, (with key turned to 'on' position). It runs fine that way, by bypassing ignition and wiring, so not any kind of mechanical or starter related issue. I have replaced the starter relay, no change. IPDM, ECU? Anyone want to offer some ideas?
