Default Torque specs for the stock front Strut Bar?

Ever since I installed my plenum, I've been getting a creaking/groaning from the front of my car while turning and stopping the car. I'm almost positive its my strut bar not being tight enough. Anyone have the proper torque specs for the strut bar? Thanks.

could it be from the plenum rubbing it while it flexes?

I really highly doubt it. The sound has only increased when I reinstalled the strut bar a second time and torqued down the bolts even less.
