$3,500 to spend....what mods should I get on a 05 Z

Well...you're going to need to look around at the different body kits and pick one yourself. Everyone has different tastes, I prefer body kits that are relatively simple and don't dramatically alter the Z's lines. (Vertex half kit, GReddy, Nismo, etc.)
You have to decide where you want to spend your money. Whether you are wanting I.C.E. (in car entertainment) upgrades, wheels and tires, or body kit + light modifications, or performance upgrades? (you mention a little of all in your post)
Personally, I would do performance first. You need to decide what you want to do with the car though, if you are going F/I or not. I would do Crawford cast plenum, non-resonated test pipes (or resonated if you don't want rasp, however, some power will be lost), exhaust upgrade (personal favorite is SSR-Engineering's 2.5" piping HKS true-dual setup), and Tomei 268 cams. (should be about 10-20rwhp for test pipes and exhaust, 10-20rwhp for plenum, 10-20rwhp for cams)
If you are wanting to do wheels/tires, as mentioned, Volks is probably the most popular. Volks Racing TE37, Rays G-Games 77 wolf, Racing Hart C4, Volks Racing SF Challenge, SSR GT3, Axis Hiro, etc. all look good to me. As far as tires, you have quite a few options. What are you going to be doing with the car? Occassional drag track? Occassional autox or road course? Street driving only? Weekend car or daily driver? Combination of one or more?
You may want to consider doing suspension upgrades. I would do Hotchkis or Eibach anti-sway bars, Tein basic coilovers, and Stillen toe arms.
If you are wanting to do some body modifications...I suggest doing a body kit + wing + light upgrades. I would do Vertex half-kit + Vertex FRP wing. I would also do EVO-R LED sidemarkers and get boogiemyke to paint your headlights (body color).
Anyway, hope this helps. (oh, and as far as I.C.E., i'd do Farenheit T7001 LCD screen, MB quart speakers, and make a setup to use a laptop with the LCD)

First, take a couple deep breaths. Now look around ("shop & compare BEFORE you buy") and start organizing a list of what you want on your Z, there's lots of cool add-ons.
