Default any ideas on a hinged liscense plat holder?

yes i know i spelt plate wrong. lol

i'm trying to come up with some ideas on how to make a hinged holder that will flip up back into my bumper. i just can't figure out how to make the mount so when its down (plate straight) the plate will stay where its supposed to when the wind is blowing it. to keep it up i'm just going to use velcro on the back at the plate to keep it out of sight when i want to.

i used a 90 degree stainless steel hinge and velcro on the bottom of the plate so i can fold it up. i hate front plates but i needed a way to keep it mounted when going to meets and stuff where cops will be trolling around.
