I'm not an expert in mechanics but i have never seen this type of bolt. I don't know how I got it but my last dealer must have installed it in my bumper and side pillars as a way to come back to them. Anyways, I'm trying to remove my bumper and side pillars but I can't seem to remove this kind of bolts. It's straight through with out and normal tools to use to get it out.

Looks like a blind rivet. Those will need to be drilled out, or the backside sheared off and head pried loose. You'll need to learn how to reinsert blind rivets to finish your repair.
