Fuel Regulator question

the clutch that I am running is the RPS Max Street
I think that the idle was changed through the E-manage

I have reset the regulator 2 times, and still have the issue. I am pretty sure that the regulator is bad, so I have one being shipped to me. I hope this will fix the issue.
The issue with my fuel pressure is still not fixed. Last night we pulled the return lines and blew air through them and there were no blocks in the lines. We have put a new regulator on, and the issue is still there. When we start the car the fuel pressure is at 2.9 and holds for about 10 seconds and then jumps to 4 bar and stays. The only thing that we have not changed in the whole system is the filter bag on the bottom of the fuel pump. If the fuel filter to the pump is clogged can this cause all the issues that I am having? I am running out of ideas on this.
Any thought would be great.

the gauge in the car is a elctronic Defi gauge, we also hooked up a mechanical gauge and they both did the same thing. we thought it might be the gauge at first, but when it jumps to 4 the car starts to run rough.
