With the kits i'm also worried about the tuning for octane settings. Since octane levels differ from place to place I want to make sure I can get that gas readily available. We get 87,89,91 and 94 around here though 94 is rare so i'd want the car tuned for 91 (I've never put anything less in the car anyway.) Since it seems the tuning is done by ECU reflash, would it be wiser to get a piggyback system so we can fine tune it with the car instead of sending it off to parts unknown for a generic tune?

1) the ECU is reflashed for crappy Cali 91 octane, so you're fine.
2) The reflash is fine. I've been on it with Nismo exhaust and a plenum spacer for over 12k miles, and my a/f ratio under full boost is rarely leaner than 11.2:1.
3) the tune isn't all that 'generic' really. It's a very safe tune, especially with ignition timing in mind, that will still make great power on a fully stock motor.
