The Bypass Valve spring tension will need to be adjusted if the valve vents pressure prematurely or causes rough idling.

So here is a picture of my bypass valve. I tried turning the screw not connected to the vacuum line, but it wouldn't turn any more than 5 threads. I am guessing this is the wrong screw.

Looks about right...you have to make sure you loosed the set nut first, then with an Allen head wrench, turn it in to about 6-7 threads showing above the nut, when tightened.

So I was turning the right nut? If so, allen wrench? I didn't see any opening for an allen wrench. So, I basically take off the hex nut on the bolt that is further away in the picture and then use the allen wrench where?

Ps. I would like to make the BOV close a little sooner, because I am getting a whistle when taking off from a stop every freakin time and I think it is the BOV.

At the top of the stud, there is an allen head fitting...as if it were a screw, pretty hard to see, but it's there.
