I am also in Cali and I have a TN charged 350Z. I barely drive it anymore being as that I laso have my Sentra and my M45 so I am planing on building the motor in a few years.
My dream would be to stay turbo on a built motor but I have already experienced the pain of getting popped and having to take everything off for a State Ref exam.
I guess you are still proceeding with your build so I have a few questions:
- Is this your daily driver?
I walk to work but yes it is my daily driver.
- What happens if you get pulled over and given a state ref ticket? You are away that your WHOLE CAR must be in compliance, right? That means taking out your performance internals and everything
I'll pay the fine and register my car out of state
- What meausures are you taking to prevent getting a state ref ticket? Is your car going to be registered out of state or declared an off highway vehicle.

Please note that the chance of just paying the fine and registering your vehicle out of state AFTER your ref ticket is highly unlikely.
If your car is registered in California when you get your ref ticket (which it will be), the judge WILL demand that you get your car back in compliance which means EVERYTHING goes back to stock. He will laugh in your face is you tell him 'Oh, I'm moving so I'm not gonna need to go to the ref. Here's the money, kthxbai'.
So you can register your car in another state but before then, your car will be the same 350Z that came from the factory.
Are you prepared to pay the fine (inluding $2,500 per missing catalytic converter), the uninstall costs, the reinstall costs of the stock internals and the reinstall of the engine? Just because you walk to work doesn't mean that you can't get popped elsewhere.
As for your 'Cool story bro' response, in case you didn't get it, Sam was implying that California is getting so harsh on modded cars that all of his business comes from states that are more relaxed on mods.

if my car is registered out of state prior to the hearing i think I can get away with just paying the fine

1. Register business out of state with an address (NV or AZ)
2. Get a home address out of state
3. Setup your cell phone and some other bills out of state
4. Maybe get a license for out of state
5. Setup business cards showing your AZ biz address (not really necessary but helps with the ******** you will be telling the cops)
6. Have an extremely valid reason why you are driving a car with AZ plates. (i.e. you are traveling back and forth every few weeks for a ongoing consulting project). However if the same cop sees you all the time driving this is going to be a tough one.

I ran my turbo setup out there and never had a problem. When you go to do smog just go to some of the poorer places and pay the inspector an extra 20 and he'll pass you. When I got pulled over there was never any question as to what was done to my car and I had a big turbo emblem on my car that I bought from porsche. To be honest though most cops thought my car was a porsche I even have a ticket that says the make is a porsche on it.

I think that they could get a search warrant though (if they really wanted) and bust the locks.
I'll be finding out here shortly how my town is with boosted cars... they don't seem to harass the evos, subies, dsms and supras around here, but then again none of them are really that loud or look that agressive. There is at least 1 gtr with a de-catted miestershaft (sp) exhaust (seks), and I don't think he gets harassed, although I don't know him.

If they feel you are trying to block them, they can ticket you for obstruction of an inspection and tow your car where they will later open the car up and find-out anyways.
