seems like good quality from pictures and the price is a bit better then labree.
Only thing is strange is that they put resonator at the top and not the bottom of the pipe?
Any opinions on this?

imo...
not much rasp if u dont change stock muffler/resonator
mine sounds louder than stock but still resembles stock sound (kind of)
+ headers will make it slightly louder too
so...

A test pipe is a metal tube with nothing inside. Some are $200 while others are $400. I don't have an engineering degree in metallurgy, but I can't see $400 for two pieces of pipe.

I do agree with you to an extent that 400 is a bit too much. But then again, nothing else comes close as far as quality and lasting a long time. My ebay TP failed after being on the car for 2 weeks.
