Default Pop charger install question (now with a pic)

Ok, my description was as horrible as I thought, so here is a picture. As you can see, the head of the bolt is not all the way down. Is this normal?

Also, when it gets up to higher rpms, it sounds a little like loose change ratteling. I don't know if this is the whistle that everyone says you get with the popcharger or if it's from the bolts not being fully seated and the washers around them rattle. I doubt it's the washer rattle since it's really only over 4,000 rpm so I guess it's the whistle common to these types of intakes. Any help would be appreciated though. Thanks

I was just talking to the guy at JWT about that pop charger. Did you notice a difference in performance however? More throttle response, perhaps? Quicker?

I have the whistle sound after I install my Popcharge, but no ratteling noise at all.

Throttle response seemed quicker, but I reset the ecu immediately after installing via technosquare's instructions so it could be that. Sounds real nice though
