Default Are one of my radiator fans broken??

I was topping off my radiator fluid when I noticed that one of the fans sounded weird when I turned it manually. So, I turned on my car and started the AC. Sure enough one of the fans work, but the other one just sits there. Is it supposed to turn on at a different heat threshold or are they supposed to work simultaneously? I swear my engine compartment is always hotter than it feels like it should be...

Cooling fans have two speeds but they should operate together.

I thought the second was to be tripped when the engine got a certain temp? I thought that they did not work in conjunction. I could be wrong, but I will check at home and let you know what my car does.

The second fan runs after the ECU senses water temperature exceed a certain threshold. If the car's running cool enough w/ A/C off, no fans will activate.

There is also a 40 amp fuse that protects the circuit. If it gets blown, the fan may not function.

Well, I know that part of the problem was that my secondary fan wire had been sliced by one of the pulleys next to it. Apparently the clip broke off and sliced the wire. Unfortunately, I don't know if this was before or after the problem started happening. When I initially checked, I didn't see the wire like that, and I'm pretty sure I would have if it was cut. The fan makes a squeaking noise when I turn it manually, while the other one doesn't. I'm going to try soldering the wire today and see if it works.
