I haven't opened up any fuse boxes yet, but is there a fuse for the hazard lights only?
My car doesn't even have 700 on the odometer and they don't work.

If you open up the fuse box, there is a diagram that tells you which fuse represents what. The fuse box is located on the driver's side underneath the steering wheel on the left side.

The hazard lights are also the turn signals, so those fuses will carry the power when the hazard switch is used. The hazard switch itself is only connected to the Body Control Module and ground.
If the turn signals are working, the problem has to be in the hazard switch, the BCM, the wiring, or the ground connection.
If the turn signals don't work, check the fuses and other parts of that system. It's all covered in section LT of the service manual.
