airbag light-reset procedure will not turn it off

Here's the deal. Due to an incorrect alarm wiring diagram, my driver airbag was deployed(hit me in the face
). The power was sent to the bag at the steering wheel after the module. Of course when the bag went off it melted the connectors. I bought a new bag and new connectors and soldered the connectors in. Put it all together and did the procedure... light doesn't go away. The procedure has worked for me before when the crash sensor got unplugged so i know it works. The airbag light is flashing a code for the driver airbag, not for a "deployed airbag". This makes me think it isn't the module, but i have no idea what else to check. I would like to check the resistance on the airbag i purchased but i do not want to risk deploying it by making contact with a multimeter. Is there a way to test the airbag? Is there any way to tell if the module is bad? Any suggestions?
Next thing i will do is place resistors in place of the airbag and try the reset.

does anyone know if cipher will reset the module? A guy on ebay will reset the module for $35. Has anyone had theirs reset? Does anyone know how to reset hard codes?
While on topic of cipher, can speed limiter/rev limiter be changed? or do you have to do the osiris reflash?
any help would be appreciated.
