Default Need Help with OBD2 port

I am not getting power to pin 16. i have checked the fuses under the dash and they all seem good, does anyone have any suggestions? and does anyone know where the inline fuse is? or is it just the fuse that is attached to the battery?

Default fuses

not sure if this will help but there are 2 other fuse boxes in the battery compartment. One is above the battery in a black box and the other is way down next to the battery covered in a black case which you pull up and out. On the second one, you will have to take the trim panel around the battery compartment off to get to them.

Do you have the factory manual? It may show the complete circuit, which would help you back-track through the circuit.
