For anyone who is interested, may I suggest that you also visit the following link and submit a complaint with the NHTSA (National Highway and Transportation Safety Administration). While the feathering may not be simply a safety issue, it won't hurt. Many others (as you can see in the link http://www.nhtsa.dot.gov/) have filed a complaint. You can file your complaint on line.

 

I submitted a complaint for tire feathering which causes poor adhesion around turns doing the recommended speed limits.
