Default No high or low beam on driver side

My 2007 driver side headlight stopped working. It had been raining so I'd hoped it needed to dry out due to moisture, but no luck. My wheel well liners were in bad shape when I got the car 6 years ago, and I haven't replaced them.

I see there are separate fuses for high and low beam on each side. Are the relays for each side of the lights also in the fuse box behind the battery? Which one is for the driver side?

As for testing the ballast, I don't have a high voltage probe, so what is the easiest way to check that it has 12 volts on the input? How do I get access to the ballast?

swap em from side to side... its prob toast from water getting on it

I had to replace the Headlight Control Module. This part was ruined when my fender liner was loose and the headlight assembly filled with water thrown up by the front tire.

They say you can clean out and dry the ballast and it will work again.
however, if both high and low are not operating it may be as simple as a fuse on the high beam.
