Starting Issue

Hi everyone, first time poster here and hoping you can help me out.
So recently my 2003 has been having issues starting. Basically what's been happening is when I put the key in the "on" position, but not trying to crank it, the fuel pump is SUPPOSED to prime. Except for me, im hearing a clicking noise that lasts anywhere from 5-10 seconds and then when that clicking stops, only then do I hear the pump prime. Problem is, after the pump primes and I try to then start the car, it'll just turn over nonstop and not fire. The red light isn't on on the dash so I don't think it's a NATS issue.
I have replaced all the spark plugs, coil packs, the battery, both cam sensors with oem sensors, as well as the crank sensor with oem sensor.
At this point, im at a loss of what's causing this issue. The few times it does actually start, it'll drive and idle without issue.

Did you pull codes? (Is that what prompted you to throw all those parts at it?)

I dont have any codes, I should have mentioned that. The battery I replaced because it was 10 years old and needed done anyways. The plugs and coils I did last year because of a P0300 code. So essentially the only thing I've done related to this situation is the cam and crank sensors and I did those because of the symptoms the car was giving me, which obviously didn't work.
