Without a plate on the car its not legal to drive with any wheels touching the ground unless you have certain plates... Then again in Vermont they dont really have laws.

I have heard different opinions on towing this car from rear wheels he says he towed it from vermont to PA with it on the rear wheels and he said its just fine since its manual can anyone confirm because if this is true I dont know how to have someone just inspect it without tearing the trans apart

It's saying you can tow it with rear wheels on a dolly at 50mph.

Rear wheels on the ground is 0 for distance and speed.

Its saying if you lift the front wheels you need a dolly for the back wheels, and max speed is 50mph.

If the rear wheels are on the ground is says no speed and no distance is acceptable. They are very cautious about how they recommend you tow cars in the manual. They will almost never say any drive wheels on the ground are acceptable with the exception of a few light trucks.

No that was royal towing. This guys is reaper towing.

The two don't seem to be far apart from each other as far as service and professionalism goes tho.
